Does Bahrain allow adotion/guaridenship of orphans to Muslim adults and how long does the process take?

Also what if the man can't work because he's a student and will be separated from his wife but his wife has a job and could support the child-will Bahrain let them adopt. I know the process in Saudi Arabia takes 3 months and you don't pay a cent to adopt. Is there any fee in taking guardianship/adopting orphans from Bahrain? Reasons of separation is that wife's college only allows students to study if they are in the USA or one of USA territories.
